MSTI is in the business of providing professional service solutions to government and commercial customers. We provide technical and administrative support services in information technology, program support, and strategic/financial planning. Our three divisions are devoted to these focus areas. The Information Technology Division delivers innovative solutions for e-business/e-commerce, document management, and network installation and management. As an IBM Business Partner, we are a value-added solutions provider for midrange servers, including Netfinity, RS/6000, and AS/400. We are also a certified solution partner of JetForm electronic forms software.

The Program Support Division performs a variety of support services that are contracted out to us by government agencies. Examples are manpower management, combat operations historical research, and acquisition management.

The Strategic and Financial Planning Division provides program and budget support for government agencies, including the Department of Defense's Planning, Programming, and Budgeting System (PBBS).

SIN 51-501 Needs Assessment and Analysis Services (NAAS) [Back to TOC]



MSTI will provide a full range of Consultation Services. These services will include expert advise, assistance, and guidance in support of Government agencies' improvement efforts related to the SIN's contained in this Solicitation. The MSTI support will range from studies and/or analyses to actual prototyping efforts to conduct a comprehensive needs assessment and analysis to determine the agency requirements. These requirements will be fully documented using accepted standards of Software Development Life Cycle (SDLC) methodologies. Deliverables from a NAAS contract awarded to MSTI could include, but not limited to, reports and/or recommendations documenting any proposed developmental, consultative, or implementation efforts, reports from joint application development (JAD) sessions, systems requirements documents, design documentation, costing data, and implementation recommendations as required. MSTI is fully cognizant of the requirements of compliance with Section 508 of the Rehabilitation Act and will incorporate these requirements in the conduct of NAAS support. The overall objective would be the provision of a comprehensive turnkey solution to the Government agency. MSTI has provided NAAS support to Government agencies to include the Department of the Army, Department of the Navy (NAVSEA), and the Department of the Interior. We are currently on contract to provide NAAS support to the Defense Inventory Stockpile Center (DISC) and have submitted a proposal to the Department of Agriculture (USDA) to provide NAAS support for their fresh products field inspectors.



SIN 51-504 Record Management Services (RMS) [Back to TOC]



MSTI will provide personnel, procedures, and system implementation services support to assist Government agencies in meeting their requirements for the internal management of records for all phases (requirements identification, design, implementation, maintenance, and destruction) of the life cycle of files. This RMS support will include filing systems, storage, record retrieval and pick-up and delivery service as required to meet the needs of task orders placed against this Schedule. MSTI will also provide storage in the form of electronic storage only with the required security features for Government agency storage systems to include servers, offline storage, storage area networks (SAN), and/or network-attached storage (NAS). This storage will include provisions for Government agency access and inventory using an agency-approved automated records management tracking system. Overall quality assurance for all RMS support will be based on the MSTI in-place ISO 9002 Quality policy, procedures, and work instructions. MSTI is currently providing RMS support to the Department of Treasury's Office of the Comptroller of the Currency (OCC). This support includes personnel (3), who designed, implemented, and are currently maintaining a records management system for the paper financial records of all of OCC headquarters.

Job Title: Systems Engineer I

The Systems Engineer I shall have a minimum of four years experience in the design, development, testing, implementation, and technical management of communications and computer hardware systems. The Systems Engineer I works with the project leader or Systems Engineer III for required automated information systems, communication systems, and software to include concept design, architecture, development, and testing. The System Engineer I shall interact with the technical staff; functional analysts, field sites, and the customer to ensure engineering requirements for developing and enhancing automated information systems, communication systems, and software are satisfied. This individual shall interact and coordinate directly with the PM for all activities related to the architectural design and development of automated systems. The Systems Engineer I shall possess a bachelors degree or higher in information systems, computer science, electrical engineering or a related field. If individual does not have a degree, eight years of experience may be substituted for a bachelor's degree, four years for an associate degree.

Job Title: Systems Engineer II

The Systems Engineer II shall have a minimum of six years experience in the design, development, testing, implementation, and technical management of communications and computer hardware systems. The Systems Engineer II works with the project leader or Systems Engineer III for required automated information systems, communication systems, and software to include concept design, architecture, development, and testing. The System Engineer II shall interact with the technical staff; functional analysts, field sites, and the customer to ensure engineering requirements for developing and enhancing automated information systems, communication systems, and software are satisfied. Must understand network topologies and protocols. Responsible for network performance, baselining, testing, documentation, and network design. Perform on-site surveys; configure and install servers; integration and testing. Network design and planning using skill sets that include but are not limited to: Windows; Windows NT; LAN Manager; TCP/IP; HP-OpenView; Sniffer; PC architecture; LAN/WAN architecture and engineering; LAN/WAN data communication and performance testing; and related network engineering. Job Title: Document Imaging Specialist I

One to two years PC Computer experience. Familiar with Windows 95/98/2000, installing applications and general workstation procedures. Familiar with common document imaging software, such as Adobe Acrobat (full application, not just the Reader), OCR software such as Omni-Page Pro, scanner technology and driver installation for scanners, and several types of digital image technology. Knowledge of the application of different types of images (such as .PDF, .TIF, .BMP, etc.). Education: AA/AS or equivalent work experience.

Job Title: Document Imaging Specialist II

Three to five years PC Computer experience. Working knowledge of and experience with Windows 95/98/2000, configuring applications and advanced workstation procedures.
