We provide technical and administrative support services in information technology, program support, and strategic/financial planning. Our three divisions are devoted to these focus areas. The Information Technology Division delivers innovative solutions for e-business/e-commerce, document management, and network installation and management. As an IBM Business Partner, we are a value-added solutions provider for midrange servers, including Netfinity, RS/6000, and AS/400. We are also a certified solution partner of JetForm electronic forms software.

The Program Support Division performs a variety of support services that are contracted out to us by government agencies. Examples are manpower management, combat operations historical research, and acquisition management.

The Strategic and Financial Planning Division provides program and budget support for government agencies, including the Department of Defense's Planning, Programming, and Budgeting System (PBBS).

MSTI views a mail operation as the primary communications hub for an organization. The level of technology and sophistication for administering a daily mail operation has evolved significantly over the last decade. This evolution has led to increased scrutiny of mailing operations by senior managers. Especially the costs associated with postage, shipping, equipment, personnel, overhead and other relevant expenses.

Our awareness of the renaissance of the mailing industry inclines us to view a mailroom operation as a “mail center.” Our strategies to administer the daily mail center operations ensure that the end users receive the highest quality services at a reasonable cost. Additionally, we will manage your mail center with emphasis on timelines and customer satisfaction. This is accomplished by tailoring our proven processes to the needs of the client by focusing on the following key elements:

QUALITY

Our ISO 9002 Certification demonstrates MSTI’s unending level of commitment to providing superior service. Along with this distinction is a testament from our client at the Office of the Comptroller of the Currency (OCC) where MSTI manages the mail center. OCC rated the performance of our facilities management services at 3.8/4.0 for CY 1999. (At DOS, we…..)

MSTI will develop and implement a Quality Control Plan (QCP) to be used by the customer for measuring quality assurance. The QCP will include quality control routines for mail center personnel to abide by during service delivery.

ACCOUNTABILITY

MSTI’s mailing professionals have pioneered methods to track, measure and report to our clients the effectiveness of contract team performance. Establishing accountability for task fulfillment is accomplished by utilizing industry approved tools that have been developed exclusively for mail centers by MSTI. Based on the required deliverables, measurable standards to evaluate performance will be implemented. Where applicable, internal and external mail tests, audits, and customer satisfaction surveys will be conducted. The results will be reported and used as a gauge to determine where service levels are meeting expectations and to identify opportunities for improvement. Comprehensive monthly and/or quarterly reports detailing the status of progress can be provided.

ACCURACY

MSTI employs the term “accountable items” to describe FedEx, USPS Express Mail, courier, certified, registered, and other high priority correspondence. The acceptance of incoming accountable items in the mail center will only be allowed after ensuring the correct amount of items have been delivered to the proper address by the vendor. A system will be employed that will track the item from receipt in the mail center through delivery to the intended recipient. Outgoing letters and parcels will be screened for proper packaging, addressing (where feasible). Also, that the correct postage and/or the necessary shipping documents are affixed.

Processes will be implemented to avoid the misdelivery of mail and other items to be distributed to offices. These processes, for example, would include random checks of mail sorting bins and/or delivery points to determine the sorting accuracy of the staff.

MSTI’s professional mail center management team possesses a thorough knowledge of current United States Postal Service (USPS) policies and procedures as stipulated in the Domestic Mail Manuel (DMM) and International Mail Manual (IMM). We have a solid understanding of the various classes of mail and specialize in Government postage accounting requirements. Additionally, we subscribe to the standard practices of professionalism requisite to the national Mail Systems Management Association (MSMA), Postal Customers Council (PCC) as well as other acceptable mailing and shipping industry doctrines. MSTI maintains an active and supportive membership within the MSMA and the PCC.

In the traditional “mail room” model many of the daily routines are accomplished using sometimes tedious and/or manual methods. In our mail center approach, our intent is to incorporate the most up to date practices and to implement automated processes. Where feasible, new technology will be utilized to provide the addressing, labeling, folding, inserting, and other relevant mailing services.

MSTI understands that the physical layout of the mail center is an important aspect of providing efficient Miscellaneous Mail Services. Improper layout poses a direct impact on productivity, work throughput, security and how customers perceive the unit. Shipping and receiving letters and packages, metering mail, collating, wrapping/ packaging and other service performed without regard to proper layout leads to serious production problems and can cause worker fatigue.

Analysis of the proper organization of a mail operation’s physical space requires specialized layout and design consultants to architects and builders. We can determine if our customer’s mail operation maximizes the usefulness of the workspace, complies with OSHA and acceptable mailing industry practices.

Job Title: Senior Mail Consultant

Minimum/General Experience: Three years of experience working in a distribution center/warehouse environment, coordinating mailing list management and document distribution activities.

Functional Responsibility: Coordinates and quality controls the development, management, and use of mailing lists to support document distribution efforts on behalf of client agencies. Also assists in quality controlling mailing list maintenance and updating tasks.

Minimum Education: High school diploma or equivalent.

Job Title: Junior Mail Clerk (Messenger/Courier)

Minimum/General Experience: Performs a combination of clerical tasks to support office, business, or administrative operations, such as; maintaining of records, receiving, preparing, or verifying documents; searching for and compiling information and data; to routine requests with standard answers.

Functional Responsibility: The duties for the position includes following a few clearly detailed procedures in performing simple repetitive tasks in the same sequence, such as filing precoded documents in a chronological file or operating office equipment, e.g., mimeograph, photocopy, addressograph or mailing machine.

Minimum Education: High School Diploma or GED equivalent with six months of experience in related or similar work environment. Must be able to read, write, and follow simple instructions.

Minimum/General Experience: One year of general experience performing function at a General Clerk level.

Functional Responsibility: Follows a number of specific procedures in completing several repetitive clerical steps performed in a prescribed or slightly varied sequence, such as coding and filing documents in an alphabetical file, simple posting to individual accounts, opening mail, running mail through metering machines, and calculating and posting charges to departmental accounts. Little or no subject matter knowledge is required, but the clerk needs to choose the proper procedure for each task.
