Our Success

One of the accomplishments that MSTI is most proud of is authoring a respected budget forecast and program assessment treatise on the Department of Defense’s (DoD’s) ability to run two military engagements simultaneously.

MSTI developed and presented a 20-year budget forecast and program assessments regarding the Department of Defense (DOD) based on a series of MSTI proprietary analytical models, planning techniques, and databases. As part of this effort, MSTI, in conjunction with CSIS, conducted briefings to a broad range of individuals, to include the following:

• Former Secretaries of Defense
• The current Vice Chairman of the Joint Chiefs of Staff
• The current Flag Officers responsible for strategic or long-range planning, force planning, and acquisition planning
• Members of the national press corps
• Congress (House and Senate Armed Services Committees)

MSTI, in partnership with CSIS, published a book entitled Averting the Defense Train Wreck in the New Millennium. This publication was endorsed by several former Defense Secretaries, including the Honorable James R. Schlesinger. The publication was based on, and the result of, the many high-level briefings conducted by MSTI and CSIS. DOD and Congressional Committees reviewed the publication. As a result, MSTI and CSIS were called to testify before Congress prior to the FY 2000 Congressional Budget Hearings.

MSTI established precedence and familiarity in gaining in-depth understanding of the business strategies and initiatives from this project as well as developing innovative ways to provide effective and efficient support. We analyzed organizational structures for costs, benefits, and trends in budgetary and fiduciary statements. We performed financial modeling of the inputs and outputs the Defense organizations represented and prepared appropriate presentations to facilitate plans of action.
